
The world and the nation gave the American Red Cross nearly a billion dollars to help the people directly affected by terrorist attacks on September 11, 2001. With these donations to what became the Liberty Disaster Relief Fund, the Red Cross mounted a massive emergency response and created the September 11 Recovery Program (SRP) to provide longer-term services for three to five years.
The direct services provided by SRP ended on December 30, 2005. The Red Cross will use the balance remaining in the Liberty Disaster Relief Fund to support non-profit agencies through the Recovery Grants Program that can deliver a variety of services to the people whose lives were the most seriously affected by the terrorist attacks in the communities where they live and work. In conjunction with the fifth anniversary in 2006, the Red Cross developed a section of the online Museum and a report to document the organization’s response to the terrorist attacks. Interviews with the people served, representatives of partner organizations and Red Cross staff are featured along with archival material, such as historic photos taken during the initial response, professionally photographed artifacts and excerpts of lessons learned.

Through the 9/11 Mental Health and Substance Abuse Program the Red Cross helps people who were directly affected by the attacks get treatment at little or no cost, no matter where they live. Counseling, support groups, psychological testing, medication, detoxification, in-patient care and outer-ear acupuncture are among the services the program can help cover. Recovery Grants:
SRP has awarded Recovery Grants in the categories below to more than 100 established non-profit organizations throughout the U.S. that deliver community-based services to address the needs of people who were directly affected by 9/11. Rockefeller Philanthropy Advisors administers this program for the Red Cross. A complete list of organizations receiving grants is posted at www.redcross.org/911legacy. Renewal funding is being awarded to high performing grantees who can demonstrate a need for continued services. Most Recovery Grant funding will end by December 2007.
Access to Recovery Services:
These one-year grants support organizations and programs that focus on underserved and hard-to-reach survivors. They primarily serve immigrant and low-income families whose culture or language have isolated them from mainstream social services.

Health Diagnosis and Treatment:
These two-year grants pay to diagnose and treat rescue, recovery and clean-up workers who are experiencing physical problems—including respiratory illness—related to the collapse of the World Trade Center. They also provide support services such as patient advocacy, health education and outreach.

Lower Manhattan Community Recovery:
These one-year grants helped lower Manhattan neighborhoods recover from the World Trade Center collapse by keeping residents informed of development activities, strengthening mechanisms that allow them to provide input on the rebuilding process and creating opportunities to improve the stability of their neighborhoods. No renewal grants were awarded in this category.

Strategic Opportunities:
These grants support programs that fell outside other designated areas of funding but respond directly to the evolving needs of 9/11 survivors and the rapidly changing service environment. Included in this category is funding provided to 9/11 Unmet Needs Roundtables in New York and New Jersey which provide emergency financial assistance for basic living expenses to individuals who have developed recovery plans with social workers.

Mental Health and Wellness:
These grants support a wide range of mental health and wellness programs for the survivors of the attacks and special training for the professionals who help them. Individual and group therapy, couples and career counseling, on-line support, massage and acupuncture are among the many services that are offered.

Youth Recovery and Resilience:
These grants help children and adolescents recover from the trauma of the terrorist attacks and build resilience in specialized programs where they live, play, and learn. Some use traditional mental health approaches to screen and treat children in psychological distress; others employ a variety of proven techniques, including art, drama and music therapy, to support their emotional health and development.
