Resolution on the American Red Cross Position on Magen David Adom Inclusion
The following resolution was adopted by the Board of Governors on May 20, 2000.
- The American Red Cross reaffirms the position stated in its resolution of February 26-27, 2000, supporting the admission of the Magen David Adom and its emblem into the International Red Cross and Red Crescent Movement.
- The American Red Cross will continue its full support to those in need of humanitarian aid, including those outside the United States of America.
- The American Red Cross will not oppose the current process intended to include the Magen David Adom and Kazakh Red Crescent and Red Cross Society--through a process which includes the establishment of a new neutral emblem and a commitment by Mr. Kellenberger, president of the International Committee of the Red Cross (ICRC), to grant a unilateral waiver to accept the excluded societies and their emblems by the end of this year if the diplomatic process has not succeeded by that time. The American Red Cross will participate fully in the process and has every hope that it will succeed.
- The American Red Cross is most assuredly prepared to release its dues from escrow if Mr. Kellenberger would care to provide formal assurance of the ICRC's commitment to implement a unilateral waiver regarding admission of the excluded societies and their emblems by year's end and if the American Red Cross is convinced the Federation's subsequent process will bring about the desired result of full admission.
- Regarding any possible withdrawal from the Federation, the American Red Cross has not discussed or otherwise considered such an action. Were it to do so, the management and the entire Board of Governors would necessarily be involved in the requisite deliberations.
Resolution on Kazakh Red Crescent and Red Cross
The following resolution was unanimously adopted by the Board of Governors at its meeting of May 20, 2000.
The American Red Cross affirms its recognition of the Kazakh Red Crescent and Red Cross as a national society that forms a part of the International Red Cross and Red Crescent Movement and that adheres to and serves to further the Fundamental Principles of the Movement. The American Red Cross fully supports the Kazakh Red Crescent and Red Cross in its desire to be recognized by the International Committee of the Red Cross and admitted to the International Federation of Red Cross and Red Crescent Societies. The American Red Cross believes that full voting membership for the Kazakh Red Crescent and Red Cross is right and just and in furtherance of the fundamental principle of universality. The American Red Cross encourages the recognition by other national societies of the Kazakh Red Crescent and Red Cross emblem.
