The American Red Cross is not a government agency, but an independent, nonprofit organization, operating under a Congressional Charter issued in 1900. Despite maintaining a strong and unique relationship with the federal government, the organization does not receive regular funding or appropriations from any government entity, relying solely upon voluntary donations of time and money from the American people to fulfill the Red Cross mission.

Ninety-one cents of every dollar donated to the American Red Cross is invested in humanitarian services and programs.
