Nearly two years after Hurricane Francine swept across southeast Louisiana, many families in the River Parishes are still working to recover. Recovery is often a long and challenging process that continues well after emergency response efforts have ended, especially for older adults and low-income households living in homes damaged by multiple storms.
Extensive Empowerment Project (EEP) leads the Hurricane Francine Home Repair & Weatherization Initiative, helping some of the area's most vulnerable residents make critical repairs, strengthen their homes against future storms and move forward in their recovery. This work is supported by a long-term recovery grant from the American Red Cross, with United Way of St. Charles serving as the fiscal sponsor.
The initiative focuses on homeowners who often face significant barriers to recovery, including limited financial resources and a lack of insurance coverage. By combining home repair assistance, weatherization improvements and personalized support, the program helps residents remain safely in their homes and better prepare for future storms.
Supporting older adults and low-income families affected by disasters is at the heart of EEP's mission. Many of the households served through the initiative lack insurance coverage, creating additional barriers to recovery and making sustained support essential.
Throughout the project, EEP team members canvassed neighborhoods across the River Parishes, speaking directly with homeowners and learning about the challenges they continue to face. These conversations helped identify residents in need of assistance and connect them with resources that support long-term recovery and stability.
While much of disaster recovery takes place outside the public eye, programs like the Hurricane Francine Home Repair & Weatherization Initiative demonstrate the importance of sustained investment in communities long after a storm has passed. For the families receiving assistance, the impact extends beyond repairs. It represents renewed stability, greater peace of mind, and confidence in their ability to weather future challenges.
