The Boards of Directors with their combined diverse experiences are critical to assisting with strategic planning and fundraising to support the Chapters' humanitarian mission and services.
Nicholas Glasgow
Nicholas Glasgow serves as Fire Chief of Mapleton City Fire Rescue and as Board Chair for the American Red Cross Central and Southern Utah Chapter. He joined the Board of Directors in 2023 and was appointed Board Chair in 2025, where he helps advance the organization’s mission to prevent and alleviate human suffering. Chief Glasgow has built a strong partnership with the Red Cross, supporting numerous blood drives, disaster response efforts, and community preparedness initiatives throughout the region.
Appointed Fire Chief in 2018, Chief Glasgow leads an all-hazards fire and emergency medical services organization serving Mapleton and surrounding communities. Under his leadership, the department has strengthened operational performance, expanded service delivery, and enhanced community risk reduction programs.
Prior to his current role, Chief Glasgow served ten years with CAL FIRE / Riverside County Fire Department, rising to the rank of Fire Captain Paramedic. His career reflects extensive experience in emergency response, leadership, and service to diverse communities.
Chief Glasgow holds a Bachelor of Science in Emergency Services Administration from Utah Valley University, where he graduated summa cum laude. He also earned associate degrees with high honors in Wildland Fire Management and Emergency Services with a Fire Officer emphasis. He holds the Chief Fire Officer designation through the Center for Public Safety Excellence and is currently enrolled in the Executive Fire Officer program at the National Fire Academy.
He remains actively engaged in the fire service and broader public safety community through his involvement with the Utah State Fire Chiefs Association, Utah County Fire Chiefs Association, Mapleton Public Safety Committee, Utah County Arson Task Force, Kauwahi Anaina Hawaii Hawaiian Civic Club, and The Church of Jesus Christ of Latter-day Saints.
David Sturgeon
David Sturgeon has been a member of the American Red Cross Central & Southern Utah Chapter Board of Directors since 2022. Demonstrating exceptional leadership, David was appointed Vice Chair of the Board of Directors in 2025. His commitment to community service spans a lifetime, with active involvement in various church organizations, nonprofits and the Boy Scouts.
He relocated to Hurricane, Utah, in 2021, and has since been committed in his efforts to support communities in their recovery from devastating events such as fires, hurricanes and other disasters. A dedicated advocate for health and wellness, he is a long-time Red Cross blood donor and contributes his expertise as a member of the Biomedical Committee.
Prior to his retirement, David built an impressive career as a hospital chief financial officer, serving in several states, including Utah, Ohio, Washington, New Mexico, Minnesota and Oregon. He holds both bachelor’s and master’s degrees in business from Wright State University in Dayton, Ohio.

Rita Osborn
Rita Osborn saw first-hand how the American Red Cross staff and volunteers provide relief to those in need during the recent floods in Cedar City in 2021 just after joining the Board of Directors earlier that year. She is determined to develop the next generation of Red Cross volunteers and blood donors by encouraging students to participate and embrace the mission.
Rita is the Executive Director of the Southern Utah Area Health Education Center and the Utah Center for Rural Health located on the campus of Southern Utah University in Cedar City. She has a bachelor’s from California Sate University, San Bernardino, and a master’s from the Southern Utah University.
Yvon Smith
Yvon Smith, a first-generation Latina, joined the Board of Directors for the American Red Cross of Central & Southern Utah in 2025 and is an active member of the Southern Utah Committee. She was appointed to serve in Community Mobilization, where she helps engage and advance outreach efforts in the chapter by advocating for stronger community involvement, building partnerships, and inspiring volunteerism.
Her commitment to the Red Cross is deeply personal: as a child living in Mexico City during the 1985 8.1 earthquake, she witnessed the life-saving role of the Red Cross and volunteers, including her mother, who was among those helping others. This left a lasting impression of selfless love for humanity. Growing up, she was further inspired by her father’s resourcefulness and constant willingness to help others; their combined legacy of service and giving, along with her faith, shaped her lifelong belief in service, unity, and resilience. Living in a foreign country at a young age also gave her a deep appreciation for inclusion, the power of embracing diversity, and the strength of community.
Yvon’s leadership experience in talent acquisition, recruitment marketing, and her role at Wilson Connectivity as a People & Culture Business Partner, coupled with her commitment to community service, earned her recognition as one of Utah’s 40 Women Over 40 and inclusion in the Women of Utah Project. A woman of faith, lifelong learner, avid runner, and proud wife and mother of three, Yvon is passionate about personal growth and inspiring young leaders to get involved, lead through service, and pursue their dreams with confidence, purpose, and compassion for others.
David Soper
Mitch Southwick
Mitch Southwick joined the Board of Directors for the American Red Cross Central and Southern Utah in 2024. He was also appointed to the Biomed Committee, where his role is to advocate and inspire community members to donate blood and community groups and business leaders to host blood drives. He previously served on the Board of Directors for the Michigan Health Improvement Alliance.
Mitch began his role as Administrative Director at Utah Valley Hospital for Intermountain Health in 2019. He brings over 13 years of experience in healthcare administration, having held various roles in Utah, Idaho, Alaska and Michigan. He holds a bachelor's degree in Business Administration and a master's degree in Healthcare Administration, both awarded by Weber State University.

Lowry Snow
Lowry Snow was a long-time member of the Board of Directors for the American Red Cross Central & Southern Utah Chapter and was Board Chair in 2023-2024. He continues to support the chapter and the American Red Cross of Utah as an Emeritus Board Member of the Board of Directors. Mr. Snow's public service record includes an 11-year tenure in the Utah legislature, serving as a member of the House of Representatives until his retirement from elected office in 2022.
His commitment to public service endures. He currently serves on the board of the national non-profit organization Human Rights for Kids, a bipartisan entity committed to protecting vulnerable children. He is also a board member of the Utah Bar Foundation, Chair of the Southern Utah Performing Arts Foundation and a member of the Utah Crime Victims Council.
Mr. Snow is a founding partner of the law firm Snow Jensen & Reece in St. George. His expertise spans real estate, civil litigation, business and land use planning law. He holds a bachelor's degree from Brigham Young University and earned his law degree from Gonzaga University School of Law.
