Central & Southern Utah Chapter Board of Directors
The Boards of Directors with their combined diverse experiences are critical to assisting with strategic planning and fundraising to support the Chapters' humanitarian mission and services.
Nicholas Glasgow
Nicholas Glasgow, Mapleton City Fire Chief, joined the Board of Directors for the American Red Cross of Central & Southern Utah in 2023 and he was appointed Board Chair in 2025. He is also an active member of the Board's Mission Committee. Chief Glasgow has fostered a close relationship with the Red Cross, coordinating numerous blood drives and emergency preparedness events.
Chief Glasgow was appointed to his role as the head of the Mapleton City Fire Department in 2018. He actively participates in several professional associations, including the Mapleton City Firefighters Association, Utah State Fire Chiefs Association and Utah County Fire Chiefs Association. Before his tenure in Mapleton City, Chief Glasgow served for 10 years as a Fire Captain – Paramedic with the California Department of Forestry and Fire Protection. His education includes associate degrees in Wildland Fire Management and Emergency Services from Utah Valley University, as well as a Paramedic certificate earned at Riverside City College in California.
David Sturgeon
David Sturgeon has been a member of the American Red Cross Central & Southern Utah Chapter Board of Directors since 2022. Demonstrating exceptional leadership, David was appointed Vice Chair of the Board of Directors in 2025. His commitment to community service spans a lifetime, with active involvement in various church organizations, nonprofits and the Boy Scouts.
He relocated to Hurricane, Utah, in 2021, and has since been committed in his efforts to support communities in their recovery from devastating events such as fires, hurricanes and other disasters. A dedicated advocate for health and wellness, he is a long-time Red Cross blood donor and contributes his expertise as a member of the Biomedical Committee.
Prior to his retirement, David built an impressive career as a hospital chief financial officer, serving in several states, including Utah, Ohio, Washington, New Mexico, Minnesota and Oregon. He holds both bachelor’s and master’s degrees in business from Wright State University in Dayton, Ohio.

Jennifer Kuhn
Jennifer Kuhn was appointed to the American Red Cross Central and Southern Utah Board of Directors in 2023 and was named to the Diversity, Equity and Inclusion Committee and the Philanthropy Committee. Jennifer’s passion for education and humanitarian services will assist the Red Cross in improving the quality of life for those in the community.
Jennifer is a Host Home Facilitator with Launch Services, helping provide independence and happiness to people within the intellectual and developmentally disabled community. She has bachelor’s degrees in Psychology and Family/Economic Studies and a Certificate of Masters in Disability Studies from the University of Utah. She was appointed to serve three terms on the Utah State Developmental Disabilities Council and has volunteered for the Festival of Trees for more than two decades.
Rita Osborn
Rita Osborn saw first-hand how the American Red Cross staff and volunteers provide relief to those in need during the recent floods in Cedar City in 2021 just after joining the Board of Directors earlier that year. She is determined to develop the next generation of Red Cross volunteers and blood donors by encouraging students to participate and embrace the mission.
Rita is the Executive Director of the Southern Utah Area Health Education Center and the Utah Center for Rural Health located on the campus of Southern Utah University in Cedar City. She has a bachelor’s from California Sate University, San Bernardino, and a master’s from the Southern Utah University.

Mitch Southwick
Mitch Southwick joined the Board of Directors for the American Red Cross Central and Southern Utah in 2024. He was also appointed to the Biomed Committee, where his role is to advocate and inspire community members to donate blood and community groups and business leaders to host blood drives. He previously served on the Board of Directors for the Michigan Health Improvement Alliance.
Mitch began his role as Administrative Director at Utah Valley Hospital for Intermountain Health in 2019. He brings over 13 years of experience in healthcare administration, having held various roles in Utah, Idaho, Alaska and Michigan. He holds a bachelor's degree in Business Administration and a master's degree in Healthcare Administration, both awarded by Weber State University.
Josh Thayn
Josh Thayn joined the American Red Cross Central & Southern Utah Chapter Board of Directors in 2024. He has been a dedicated blood donor and disaster response volunteer, spending his career in emergency management and serving as a first responder.
Currently, Josh is the Managing Director of the Risk Management and Safety Department at BYU. Prior to this role, he spent 10 years at Utah Tech University in various positions, most recently as Chief Safety Officer and Executive Director of University Safety and Risk Management. He also served for eight years with the Washington City Fire Department as a captain, firefighter and paramedic.
Josh holds a bachelor’s degree in Public Emergency Services Management from Utah Valley University and a master’s degree in Emergency Management and Homeland Security from Arizona State University.

Lowry Snow
Lowry Snow was a long-time member of the Board of Directors for the American Red Cross Central & Southern Utah Chapter and was Board Chair in 2023-2024. He continues to support the chapter and the American Red Cross of Utah as an Emeritus Board Member of the Board of Directors. Mr. Snow's public service record includes an 11-year tenure in the Utah legislature, serving as a member of the House of Representatives until his retirement from elected office in 2022.
His commitment to public service endures. He currently serves on the board of the national non-profit organization Human Rights for Kids, a bipartisan entity committed to protecting vulnerable children. He is also a board member of the Utah Bar Foundation, Chair of the Southern Utah Performing Arts Foundation and a member of the Utah Crime Victims Council.
Mr. Snow is a founding partner of the law firm Snow Jensen & Reece in St. George. His expertise spans real estate, civil litigation, business and land use planning law. He holds a bachelor's degree from Brigham Young University and earned his law degree from Gonzaga University School of Law.
