On September 27, 2024, Richard Castellon, then an off-duty police officer with the Monterey Police Department, was walking through the hallway of his Virginia apartment complex when he noticed an unconscious man lying in the gym. Without hesitation, Richard rushed to help. He quickly checked on the man, found him unresponsive and immediately called 911. While requesting an AED from the apartment staff, he began performing CPR.
Richard continued chest compressions until emergency medical services arrived. Thanks to his persistence and swift action, the man was transported to the hospital, where he regained a pulse.
For his heroic and lifesaving efforts, Richard received the Red Cross Certificate of Merit, one of the highest awards given by the American Red Cross. This prestigious honor is reserved for individuals who save or sustain a life using skills and knowledge learned in a Red Cross lifesaving course.

On behalf of the entire family, I am writing to express my deepest gratitude for the heroic actions you took on September 27, 2024, when you found our loved one unconscious in the gym. Though you were off duty, you acted swiftly and performed CPR with extraordinary care, giving him a fighting chance in such a critical moment. Your quick thinking, courage, and compassion were truly remarkable. Though his journey here on earth ended on October 2, 2024, your fearless actions allowed his loved ones to spend precious time with him, bringing immense comfort during such a difficult time. Your selflessness and dedication made all the difference and gave us a few more days to cherish. I sincerely hope your superiors recognize and reward you for your bravery, kindness, and unwavering commitment to helping others, even off duty. You embody what it means to be an exceptional public servant and a deeply compassionate human being. Thank you again for your courageous and lifesaving actions. The Red Cross Lifesaving Awards program dates back to 1911, when an anonymous donor pledged $5,000 to honor first aid work by railway employees. More than a century later, the program continues to recognize individuals like Richard who step up in moments of crisis, save lives and exemplify the Red Cross mission: to prevent and alleviate human suffering in times of crisis.
Richard was not only in the right place at the right time, but he chose to act. His courage and character embody what it means to serve others and reflect the very heart of the Red Cross mission.
